Em 16 de dezembro, Bruxelas levantou finalmente o v\u00e9u sobre a t\u00e3o esperada revis\u00e3o da sua estrat\u00e9gia autom\u00f3vel. E a mensagem \u00e9 clara: o motor de combust\u00e3o interna n\u00e3o desaparecer\u00e1 completamente at\u00e9 2035. Oficialmente, o objetivo continua a ser a neutralidade clim\u00e1tica, mas, na pr\u00e1tica, a Comiss\u00e3o Europeia rev\u00ea a sua c\u00f3pia e introduz uma flexibilidade sem precedentes. Trata-se de uma importante mudan\u00e7a de dire\u00e7\u00e3o... mas n\u00e3o \u00e9 suficiente para tornar a UE neutra em termos clim\u00e1ticos. <a href=\"https:\/\/www.italpassion.fr\/pt\/stellantis\/\">Stellantis<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Uma rutura simb\u00f3lica com a abordagem \"totalmente el\u00e9ctrica<\/h2>\n\n\n\n<p>At\u00e9 agora, a trajet\u00f3ria tem sido clara: a partir de 2035, apenas os novos autom\u00f3veis com emiss\u00f5es zero devem poder ser vendidos na Uni\u00e3o Europeia. Este dogma foi agora flexibilizado. O novo pacote autom\u00f3vel marca uma mudan\u00e7a profunda: o objetivo j\u00e1 n\u00e3o \u00e9 zero emiss\u00f5es, mas uma redu\u00e7\u00e3o de 90 % nas emiss\u00f5es de CO\u2082 pelo tubo de escape.<\/p>\n\n\n\n<p>Os restantes 10 % poderiam ser compensados por mecanismos de cr\u00e9dito, atrav\u00e9s da utiliza\u00e7\u00e3o de combust\u00edveis renov\u00e1veis (biocombust\u00edveis e e-combust\u00edveis) ou de materiais com uma pegada de carbono reduzida, como o a\u00e7o \"verde\" produzido na Europa. Na pr\u00e1tica, isto abre a porta, mesmo depois de 2035, aos h\u00edbridos plug-in, aos extensores de autonomia, aos h\u00edbridos ligeiros e a certos motores de combust\u00e3o interna, bem como aos el\u00e9ctricos e ao hidrog\u00e9nio. Bruxelas adopta assim uma abordagem tecnologicamente neutra, h\u00e1 muito reclamada por v\u00e1rios Estados-Membros e por uma grande parte da ind\u00fastria.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Uma transi\u00e7\u00e3o mais gradual para evitar o choque industrial<\/h2>\n\n\n\n<p>A Comiss\u00e3o est\u00e1 a tentar andar na corda bamba: manter um sinal forte a favor dos ve\u00edculos com emiss\u00f5es zero e, ao mesmo tempo, evitar um choque industrial brutal. A ind\u00fastria autom\u00f3vel continua a ser um pilar econ\u00f3mico importante na Europa, com milh\u00f5es de empregos e uma cadeia de valor complexa. Tendo isto em conta, foram efectuados alguns ajustamentos para tornar o calend\u00e1rio mais flex\u00edvel:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a introdu\u00e7\u00e3o de um mecanismo de reserva e de empr\u00e9stimo entre 2030 e 2032, que permita aos fabricantes suavizar os seus objectivos de emiss\u00f5es ao longo de tr\u00eas anos;<\/li>\n\n\n\n<li>a redu\u00e7\u00e3o do objetivo de redu\u00e7\u00e3o das emiss\u00f5es dos ve\u00edculos comerciais ligeiros para -40 % em 2030, em compara\u00e7\u00e3o com -50 % anteriormente;<\/li>\n\n\n\n<li>flexibilidade direcionada tamb\u00e9m para os ve\u00edculos pesados de mercadorias.<\/li>\n<\/ul>\n\n\n\n<p>A UE reconhece implicitamente que a eletrifica\u00e7\u00e3o est\u00e1 a progredir menos rapidamente do que o previsto, em especial no que diz respeito aos ve\u00edculos comerciais e em certas regi\u00f5es.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">As frotas das empresas e o \"Made in Europe\" no centro da nova estrat\u00e9gia<\/h2>\n\n\n\n<p>Outra alavanca fundamental \u00e9 a procura. Bruxelas est\u00e1 claramente a apostar nas frotas das empresas, que representam cerca de 60 % dos registos de ve\u00edculos europeus. Ser\u00e3o fixados objectivos nacionais vinculativos para as grandes empresas, com prioridade para os ve\u00edculos com zero ou baixas emiss\u00f5es. Um pormenor que est\u00e1 longe de ser insignificante: a ajuda p\u00fablica s\u00f3 estar\u00e1 dispon\u00edvel para ve\u00edculos produzidos na Uni\u00e3o Europeia. Trata-se de uma tentativa deliberada de proteger o sector da concorr\u00eancia de fora da Europa, nomeadamente da China, e de refor\u00e7ar a autonomia estrat\u00e9gica do continente.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Baterias, simplifica\u00e7\u00e3o e pequenos autom\u00f3veis el\u00e9ctricos<\/h2>\n\n\n\n<p>O pacote autom\u00f3vel n\u00e3o se limita \u00e0s normas relativas ao CO\u2082. Bruxelas anuncia tamb\u00e9m um \"Battery Booster\" de 1,8 mil milh\u00f5es de euros, incluindo 1,5 mil milh\u00f5es de euros sob a forma de empr\u00e9stimos sem juros para os produtores europeus de c\u00e9lulas. O objetivo \u00e9 claro: reduzir a depend\u00eancia dos actores asi\u00e1ticos e conter os custos. No plano regulamentar, Bruxelas promete cerca de 700 milh\u00f5es de euros de poupan\u00e7as anuais atrav\u00e9s da simplifica\u00e7\u00e3o dos procedimentos, nomeadamente para os testes Euro 7 e os ve\u00edculos comerciais el\u00e9ctricos.<\/p>\n\n\n\n<p>Por \u00faltimo, foi criada uma nova subcategoria de pequenos ve\u00edculos el\u00e9ctricos (menos de 4,20 m), que d\u00e1 direito a supercr\u00e9ditos e a aux\u00edlios espec\u00edficos. Esta medida beneficia diretamente os fabricantes com uma elevada exposi\u00e7\u00e3o aos ve\u00edculos citadinos.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Para Stellantis, uma mudan\u00e7a demasiado t\u00edmida<\/h2>\n\n\n\n<p>No papel, esta revis\u00e3o parece ser uma vit\u00f3ria para o sector. De facto, o Stellantis considera que as altera\u00e7\u00f5es s\u00e3o largamente inadequadas. O grupo, presidido por Antonio Filosa, reagiu sem rodeios, afirmando que as propostas de Bruxelas \"n\u00e3o s\u00e3o adequadas para apoiar a transi\u00e7\u00e3o energ\u00e9tica e, ao mesmo tempo, preservar uma ind\u00fastria autom\u00f3vel europeia forte e acess\u00edvel\". <\/p>\n\n\n\n<p>O principal ponto de disc\u00f3rdia diz respeito aos ve\u00edculos comerciais ligeiros, relativamente aos quais Stellantis denuncia a aus\u00eancia de um verdadeiro roteiro industrial. Trata-se de um segmento estrat\u00e9gico para o Grupo, mas tamb\u00e9m um dos mais expostos aos custos da transi\u00e7\u00e3o. Outra cr\u00edtica importante \u00e9 a falta de flexibilidade dos objectivos interm\u00e9dios para 2030 para os ve\u00edculos de passageiros, considerada essencial para absorver uma transi\u00e7\u00e3o ainda dispendiosa e tecnologicamente complexa.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Acessibilidade e risco social no centro do debate<\/h3>\n\n\n\n<p>Mesmo o Grupo n\u00e3o est\u00e1 totalmente convencido com a flexibiliza\u00e7\u00e3o do limite de 2035. A passagem de 100 % de emiss\u00f5es zero para -90 % \u00e9 saudada como um sinal positivo, mas Stellantis adverte que, tal como foi concebido, o regime n\u00e3o garante a produ\u00e7\u00e3o de ve\u00edculos verdadeiramente acess\u00edveis \u00e0 maioria dos clientes europeus. Por detr\u00e1s desta cr\u00edtica est\u00e1 uma quest\u00e3o central: a transi\u00e7\u00e3o n\u00e3o deve tornar-se um problema social. Sem modelos acess\u00edveis, corre-se o risco de fragmentar o mercado de massas e de excluir alguns consumidores.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Uma reforma longe de estar conclu\u00edda<\/h2>\n\n\n\n<p>Bruxelas promete uma revis\u00e3o completa do regulamento em 2032. At\u00e9 l\u00e1, o equil\u00edbrio permanece fr\u00e1gil. Para a It\u00e1lia, pela voz de Adolfo Urso, esta revis\u00e3o \u00e9 uma \"brecha no muro da ideologia\", mas ainda longe de uma mudan\u00e7a estrutural. Para Stellantis, a mensagem \u00e9 clara: o motor de combust\u00e3o interna foi salvo em princ\u00edpio, mas a ind\u00fastria autom\u00f3vel europeia continua em perigo em termos de subst\u00e2ncia. Sem correc\u00e7\u00f5es r\u00e1pidas nos ve\u00edculos comerciais ligeiros, objectivos interm\u00e9dios e uma defini\u00e7\u00e3o clara do \"produto europeu\", \u00e9 prov\u00e1vel que a transi\u00e7\u00e3o continue a ser mais um trav\u00e3o do que um motor. A batalha pol\u00edtica e industrial da ind\u00fastria autom\u00f3vel europeia est\u00e1, portanto, longe de estar terminada.
