Achter de cijfers, de bepalingen en de theoretische boetes die zich opstapelen, komt \u00e9\u00e9n idee indringend terug uit de mond van de CEO, Antonio Filosa: het geld dat wordt opgeslokt door CO\u2082-boetes zou veel beter kunnen worden besteed aan investeringen in industri\u00eble faciliteiten, innovatie en werkgelegenheid. Het is een boodschap die nu samen met Volkswagen publiekelijk naar Brussel wordt gebracht, in een tijd waarin Europese regelgeving steeds meer wordt gezien als een structurele rem op het concurrentievermogen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Een Europese industrie onder druk van regelgeving<\/h2>\n\n\n\n<p>In een gezamenlijk artikel dat begin februari is gepubliceerd, roepen Antonio Filosa en Volkswagenbaas Oliver Blume op tot een echte verandering in het Europese industriebeleid. Ze zijn het erover eens dat het huidige kader voor de energietransitie een groeiende onbalans cre\u00ebert tussen Europese producenten en spelers die zich al in de puur elektrische sector bevinden, vaak van buiten Europa. De twee leiders pleiten voor een \"Made in Europe\"-strategie die de toegang tot overheidssteun, markten en CO\u2082-premies afhankelijk maakt van precieze lokale productiecriteria. Batterijen, aandrijflijnen, elektronica, assemblage: het doel is duidelijk, het verplaatsen van toegevoegde waarde en het veiligstellen van industri\u00eble banen op het continent, zonder te vervallen in gesloten protectionisme.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Miljarden euro's in rook opgegaan<\/h2>\n\n\n\n<p>Dit debat is niet theoretisch voor Stellantis. In 2025 kwam de groep heel dicht bij een enorme financi\u00eble sanctie. Zonder de versoepeling van de Europese regels op het laatste moment, <a href=\"https:\/\/www.italpassion.fr\/nl\/stellantis\/stellantis-heeft-zojuist-een-theoretische-boete-gekregen-van-minstens-800-miljoen-euro\/\">de rekening zou alleen al op de Italiaanse markt meer dan 800 miljoen euro hebben bedragen<\/a>. Een bedrag dat ternauwernood werd vermeden, maar dat de omvang van het probleem illustreert. Voor Antonio Filosa is de redenering eenvoudig: deze bedragen, als ze echt worden, dienen noch het milieu, noch de industrie. \"Dit zijn middelen die we zouden kunnen omzetten in investeringen\", legt hij uit, erop wijzend dat Stellantis tot 2025 al bijna een half miljard euro opzij heeft moeten zetten, alleen maar om het risico van boetes op lichte bedrijfsvoertuigen te dekken.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Nutsvoorzieningen: de achilleshiel van Stellantis<\/h2>\n\n\n\n<p>Juist in dit segment wordt de situatie kritiek. Elektrische bedrijfsvoertuigen hebben moeite om vakmensen en professionele wagenparken voor zich te winnen, omdat ze worden tegengehouden door beperkingen op het gebied van prijs, actieradius en opladen. Toch is de Europese regelgeving even streng als voor personenauto's. Met een marktaandeel van bijna 30 % in Europa is Stellantis automatisch een van de meest zichtbare fabrikanten. Intern circuleert dit cijfer al enkele maanden: <a href=\"https:\/\/www.italpassion.fr\/nl\/stellantis\/stellantis-riskeert-nog-eens-26-miljard-euro-boete-in-europa-voor-onrealistische-doelen\/\">tot \u20ac2,6 miljard aan potenti\u00eble boetes tegen 2027<\/a> als de huidige doelstellingen ongewijzigd blijven. Een systeemrisico voor een grote industri\u00eble groep.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\"We hebben in het verleden te veel bezuinigd<\/h2>\n\n\n\n<p>Naast de cijfers erkent Antonio Filosa ook strategische fouten. In een interview met de Italiaanse pers geeft hij toe dat Stellantis soms buitensporig in de kosten heeft gesneden, met name door belangrijke ingenieurs te ontslaan. Een beslissing die hij nu beschrijft als contraproductief in een context waar innovatie van vitaal belang is. Sinds zijn aantreden heeft de Groep al ongeveer 2.000 ingenieurs aangeworven, voornamelijk in de Verenigde Staten, en verschillende industri\u00eble vestigingen nieuw leven ingeblazen, zoals de Servische fabriek die drie jaar lang gesloten was. Maar in Europa blijft het potentieel onderbenut. Niet door een gebrek aan wil, volgens Filosa, maar door een regelgevend kader dat als te vaag, te ambitieus en nadelig voor lokale producenten wordt beschouwd.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Een \"Made in Europe\" label<\/h2>\n\n\n\n<p>Het is in deze context dat het voorstel voor een \"Made in Europe\" label zijn volle betekenis krijgt. Het idee is niet om barri\u00e8res op te werpen, maar om positieve stimulansen te cre\u00ebren. Een CO\u2082-bonus voor voertuigen die voornamelijk in Europa worden geproduceerd, zou fabrikanten in staat stellen om kolossale boetes te vermijden en tegelijkertijd de productie, werkgelegenheid en R&amp;D op het continent te behouden. Voor Filosa en Blume gaat de inzet veel verder dan het lot van Stellantis of Volkswagen. De auto-industrie is goed voor bijna 8 % van het Europese BBP en voorziet in het levensonderhoud van ongeveer 13 miljoen mensen. De vraag aan Brussel is nu: wil Europa een industri\u00eble macht blijven of zich tevreden stellen met het zijn van een markt voor anderen?<\/p>\n\n\n\n<p>Op korte termijn heeft Stellantis tijd gewonnen. De boetes zijn uitgesteld, de berekeningen gladgestreken en de directe druk verminderd. Maar het fundamentele probleem blijft.
