The scene described by Carlos Tavares a few months ago was far from harmless. It almost resembled an industrial fiction, with plants at a standstill, social tensions and, in the background, the arrival of Chinese investors ready to take over ailing European sites. But today, this scenario seems to be gradually taking shape... and Italy could well be the first stage.<\/p>\n\n\n\n

Cassino, symbol of an industry in decline<\/h2>\n\n\n\n

The Cassino plant, at the heart of the Italian Stellantis<\/a>, is today the most striking example of this drift. In the first quarter of 2026, the site produced just 2,916 vehicles. This extremely low figure reflects a far more worrying reality: only 16 days of production over three months.<\/p>\n\n\n\n

This sharp fall, estimated at -37 % year-on-year, confirms this trend. that had already been observed for several months<\/a>. The plant, which assembles the Alfa Romeo Giulia, Stelvio and Maserati Grecale, is now operating at a slow, almost intermittent pace. Between prolonged shutdowns, uncertain restarts and a lack of visibility, Cassino has become the symbol of an industrial crisis that is taking a long-term hold.<\/p>\n\n\n\n

The main reason for this is the strategic review undertaken by Stellantis. Initially designed around 100 % electric models based on the STLA Large platform, the next generation of Giulia and Stelvio models has been redesigned to incorporate hybrid powertrains. A necessary strategic shift, but one that mechanically causes delays and disrupts current production.<\/p>\n\n\n\n

A decisive meeting between Stellantis and the Italian government<\/h2>\n\n\n\n

Against this backdrop, a crucial meeting is in the offing. Antonio Filosa's CEO is due to meet the Italian government at the beginning of May, a few weeks before the presentation of the Group's industrial plan scheduled for May 21. The objective of this meeting is clear: to discuss the future of automobile production in Italy, and more particularly the fate of the most fragile sites such as Cassino. Officially, the aim is not to unveil the plan in advance. But behind the scenes, the discussions are shaping up to be decisive.<\/p>\n\n\n\n

For beyond the announcements, a whole balance is at stake. Stellantis has to maintain a strong industrial presence in Italy, while facing up to an increasingly restrictive economic reality. Low volumes, costly energy transition, heightened competition... all factors that are weakening the Group's historic plants.<\/p>\n\n\n\n

The shadow of Chinese partners looms over Europe<\/h2>\n\n\n\n

It's against this backdrop that an idea has resurfaced which, just a few years ago, would have seemed unthinkable: opening up European plants to Chinese partners. Among the names mentioned are Dongfeng Motor, Stellantis' long-standing partner, and Leapmotor, already involved in the Group's European strategy.<\/p>\n\n\n\n

This hypothesis is no longer marginal. It is now part of an accepted industrial rationale: to share production capacity, improve plant utilization rates and avoid politically sensitive closures. The Italian government itself is no longer closing the door. Industry Minister Adolfo Urso recently declared that he was open to foreign investors willing to support employment and production. A strong signal that Rome is ready to explore alternative solutions to avoid industrial collapse.<\/p>\n\n\n\n

A prophecy taking shape<\/h2>\n\n\n\n

It's hard not to think about Carlos Tavares<\/a>. The former CEO had warned that Europe, by imposing an overly rigid electricity transition, risked weakening its industry to the point of making it vulnerable to Chinese players. According to him, the scenario was almost written in advance: factories in difficulty, social tensions, then the arrival of Chinese investors offering to take over sites for a token sum, in exchange for the preservation of jobs.<\/p>\n\n\n\n

Today, Cassino is not there yet. But the dynamics are troubling. Production in freefall, an under-utilized site, discussions with Chinese partners and a government ready to open up to these solutions... all the elements are beginning to align.<\/p>\n\n\n\n

Italy faces a strategic choice<\/h2>\n\n\n\n

It now remains to be seen which direction Stellantis will take in its industrial plan of May 21. Unlike France, where certain plants such as Poissy are already earmarked for conversion, Italy could retain automotive production at all its sites.<\/p>\n\n\n\n

But at what cost? And with which partners? The Cassino case illustrates this dilemma perfectly. Maintaining activity without sufficient volume is not viable. Closing the site would be politically explosive. This leaves us with a third option: reinvent the industrial model, even if it means relying on outside players.<\/p>\n\n\n\n

In this equation, Chinese groups are increasingly appearing as credible, if not unavoidable, partners.
